Climate change: A call to action for African leaders

This policy brief, prepared by the Africa Progress Panel, African Development Bank and UN, outlines the implications of climate change for Africa, emphasising the need for a strong and cohesive negotiating position at the December 2009 climate talks in Copenhagen.

The authors argue that African governments must define practical steps for the international community to address the climate crisis. Three areas require urgent action: clear emissions targets and an adaptation fund; energy-saving technologies through additional financing and technology transfer; and improving long-term frameworks such as the Clean Development Mechanism and reduced emissions from deforestation and forest degradation (REDD).

To achieve this, argue the authors, African heads of state and ministers of finance, planning and environment must collaborate on a practical strategy position to generate maximum buy-in from the rest of the world. This must be achieved in time for high-level meetings in the second half of 2009.

Tech transfer in the TRIPS age

This policy paper, published by the International Centre for Trade and Sustainable Development (ICTSD), addresses technology transfer issues in developing countries and considers current intellectual property rights.

The author makes practical recommendations to least developed countries (LDCs) wanting to use technology transfer as an effective growth engine, and to developed countries who must comply with the World Trade Organisation (WTO) Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPS).

The paper finds that technology transfer in LDCs is hindered by trade and foreign investment shortfalls, and an inability to disseminate new technologies throughout the economy.

The author suggests a shift to local authority decisionmaking over technology transfer and assistance to socially beneficial projects with low expected profitability.

Malaria and its vectors in the Caribbean: The continuing challenge of the disease forty-five years after eradication from the islands

This journal article, written by three researchers in Trinidad and Tobago, looks at malaria in the Caribbean. It asks why there are still outbreaks — including a big one in Jamaica in 2006/2007 — when the disease was allegedly eliminated in the late 1950s. The authors review malaria and vector data from across the Caribbean, summarising the pattern of imported cases as well as indigenous ones.

They identify three essential conditions for malaria transmission: presence of the vector, imported organisms and susceptible human hosts — all of which the authors show still exist across the Caribbean.

The authors suggest specific actions for regional policymakers to combat malaria. These include enhancing vector control skills, strengthening surveillance with new technologies, upgrading malaria therapy, increasing prevention strategies such as bed nets and raising public awareness of malaria. They emphasise that the role of climate change must be considered too, saying that rising temperatures could lead to new malaria vectors entering and colonising Caribbean islands and transmitting malaria on a major scale. But the authors are also careful to point out that the link to climate change is uncertain and remains contested in scientific circles.

African higher education development and the international community

This paper from the Association of Commonwealth Universities outlines the commitments and activities made by major international partners — specifically the G8 countries — to developing African higher education between 2000 and 2004.

Projects are analysed by topic — from human resources development to HIV/AIDS to science and technology — and region. The authors highlight trends in donors' strategies for supporting African higher education, presenting development portfolios and case studies from France, Germany, Scandinavia, the United Kingdom and the United States, among others. They suggest improvements in aid delivery, including collaboration between donors and increased communication about individual donor strategies. They also call for more networking and collaboration across higher education institutions within Africa, while noting that these face financial constraints.

The authors conclude that there is a particular need for donors to provide more support to science and technology projects — as a crucial driver of socioeconomic development.

Is Bayh-Dole good for developing countries? Lessons from the US experience

This article examines the US Bayh–Dole (BD) Act — a 1980s measure that sought to stimulate science-based economic growth by encouraging universities to patent inventions resulting from government-funded research — and assesses its suitability for developing countries.

The authors look at how and why advocates of BD-type initiatives sometimes overstate its impact in the United States and discuss the problems the act has caused for American biotechnology and information technology.

They outline the policy options for developing countries seeking to improve the contributions universities make to economic development and provide a list of safeguards that should be put in place before adopting laws styled after the act. These include no exclusive licensing, transparent patenting and government authority to issue additional licenses.

The authors conclude that policies to develop public sector research and development are context-specific and it is unclear whether any of the positive impacts of BD in the United States would arise in developing countries following similar legislation.

Cancer control: knowledge into action

In 2005, the World Health Assembly called on WHO member states to tackle their growing rates of cancer by developing rigorous cancer control programmes. To help guide the process, the WHO developed a series of six modules that provide practical advice for programme managers and policy-makers on how to advocate, plan and implement effective cancer control programmes, particularly in developing countries.

Individual modules focus on planning; prevention; early detection; diagnosis and treatment; palliative care; and policy and advocacy. As of May 2008, all but the one on policy and advocacy have been published.

The challenge of cancer control in Africa

Worldwide, cancer kills more people than HIV/AIDS, malaria and TB put together. In developing countries where chronic diseases are now growing alongside infectious diseases, new strategies need to be developed.

This article outlines how to develop an effective cancer strategy in African countries on the basis of discussions at the recent African Cancer Reform convention. A cancer control plan clearly needs to take into account African countries' financial constraints and the authors outline six key essentials that would offer most health gain for money invested. These are: setting up cancer intelligence units to collect data on cancer incidence; controlling tobacco use; early diagnosis and prevention; offering treatment wherever possible; palliative care when treatment is no longer useful; and training and educating future generations of African oncologists.

Developed countries can offer crucial expertise and experience and collaborate on cancer information networks. Educating local communities about a disease that is relatively new but growing quickly will also be essential to stop it spiralling when many cancers are preventable or treatable when detected early enough.

Grand challenges in chronic non-communicable diseases

In 2003, the Gates foundation infused new vigour into global health efforts by declaring that the 21st century's "grand challenges" included developing new vaccines and overcoming drug resistance. This new grand challenges initiative, launched by a collaboration of top global chronic disease experts, identifies priorities in tackling diseases like diabetes and cardiovascular disease, and explains in detail how research should be directed to meet each challenge (a challenge was defined as a critical barrier that if removed would help solve an important health problem).

To distill the range of opinions and priorities, the coordinators sought input from 155 stakeholders from different countries and disciplines. The initiative requires the participation of agencies like the WHO, individual governments, and non-governmental organisations as well as civil society and business if it is to succeed. The authors point out that the Gates initiative was linked to large funding, whereas this project will rely on multiple funding agencies to coordinate on these priorities.

Lancet chronic disease series

This series of five articles outlines new challenges and unsolved problems since the journal's last series in 2005. The first article ([189kB]) predicts the disease burden and economic losses that developing countries would face from chronic diseases such as cardiovascular disease, cancer, chronic respiratory disease, and diabetes. In the 23 countries that the authors incorporated into a model, chronic disease was responsible for 50% of the disease burden in 2005. If no action is taken, they say, about US$84 billion of economic production will be lost from heart disease, stroke, and diabetes alone in these 23 countries between 2006 and 2015. The second article ([105kB]) looks at how to scale-up strategies to fight chronic diseases in developing countries. The authors review evidence to identify which methods are cost-effective and financially feasible, and therefore ready to be scaled-up.

Tobacco control, salt reduction (both of which are detailed in the series' third paper ([177kB])), and a multidrug strategy to treat individuals with high-risk cardiovascular disease (see an in-depth look in paper four ([220kB])) are prime candidates for scaling-up. What effect improving health systems has on the level of chronic diseases should be properly evaluated, say the authors. For some health interventions, such as preventing or controlling diabetes, there is little cost-effectiveness data for low or middle-income countries, but their scientific effectiveness is so compelling that countries should consider how best to incorporate them. The final paper ([92kB]) is a call to action to incorporate existing interventions into healthcare programmes, which in 2005 was costed at US$5.8 billion.

Converting Policy Research into Policy Decisions: The Role of Communication and the Media

Research can only contribute to the progress of humanity once it is effectively communicated to policymakers so that it can influence decisions and actions. This article explores the link between research and decision-making systems, and suggests strategies for more effective communication.
 
The author stresses the importance of providing information that is comprehensible and useful to policymakers. The best stages of the policymaking process to introduce research results are explained, as is the need to simplify, translate and condense research reports — and package and present them attractively to hold policymakers' attention.

The mass media is an effective way of getting policymakers interested in a research issue, but only if communicators are able to make the issue attractive. Ways to increase the media appeal of research policy related news are suggested, as is the need to equip researchers and analysts with improved communication skills that will help bridge the research-policy gap.

R&D Systems in Arab States: Development of S&T Indicators

This study was prepared for the UNESCO Cairo Office. The key objective was to collect a wide array of data and statistics on R&D systems across the Arab states.

The study was motivated by the attempts of several Arab countries to balance the need to invest in R&D systems with their rapidly depleting resources during the 1990s.

These attempts focused on: diversifying the funding base of R&D activities; maximising linkages between industry and business enterprises and R&D performing institutions; optimising the relevance of R&D activities to client demand; increasing competitiveness among institutions for funds; and institutionalising R&D activities as an economic operation.

The study provides data on the organisation of R&D systems, R&D performing units, trends and levels of funding, full-time researchers, and R&D disparities between Arab countries.

This document provides important — and rare — background data on R&D systems across an important sub-section of the OIC member states and may be valuable for science, technology and innovation policy-makers from these countries seeking to better understand the structure and contribution of R&D in their economies.

Science and Technology Development Indicators in the Arab Region: A Comparative Study of Gulf and Mediterranean Arab Countries

This paper is based on the premise that all countries, especially under-developed ones, need to invest in science and technology (S&T).

It describes and compares Arab countries in the Gulf and Mediterranean regions with others around the world and finds that that neither the Gulf nor the Mediterranean countries investigated possess sufficient human or financial resources to enhance S&T performance.

The paper finds that the role of the private sector in research and development is non-existent and that high scores of Gulf countries on gross domestic product and human development indices do not necessarily translate into high scores in S&T indicators.

The paper also finds a lack of cooperation within and between Gulf and Mediterranean countries and the rest of the Arab world. However, Algeria, Morocco and Tunisia show active scientific cooperation with the international community, particularly with countries of the Organisation for Economic Cooperation and Development, notably France. The study suggests geographical proximity, rather than social proximity alone, may also spur S&T collaboration.

The paper is useful for S&T policymakers in OIC countries, Arab countries in particular.

Achievements of Arab Countries that Participated in the Trends in International Mathematics and Science Study (TIMSS 2003)

This study outlines the findings of the 2003 TIMSS for the participating Arab countries, namely, Bahrain, Egypt, Jordan, Lebanon, Morocco, the Palestinian National Authority, Saudi Arabia, Syria and Tunisia. TIMSS is a study of cross-national achievement in mathematics and sciences for fourth and eighth grade students since 1959.

The report provides useful data on each of the participating countries, and compares Arab and international average scores. It includes data on average achievement scores, resource availability, access to computers, the number of curriculum hours designated, teacher characteristics and credentials, and classroom characteristics and instruction quality.

The study finds that while most Arab countries lag behind the international averages, a few have made progress since the last exercise in 1999. It also highlights interesting aspects of this difference and suggests measures to improve student achievement. The document is especially useful for educators in Muslim countries seeking credible data and analysis on student achievement.

Towards the establishment of a vibrant South African biotechnology industry: will the recent policy interventions achieve their objectives?

This research article, by Rosemary Wolson at the University of Cape Town, assesses South Africa's biotechnology policies, reviewing three major initiatives — the national research and development strategy, biotechnology strategy and proposed laws to govern intellectual property rights derived from publicly funded research. Wolson explains the origins, goals and implementation of each.

The projects aim to create a coordinated strategy for promoting biotechnology in South Africa. Wolson concludes that the efforts are an encouraging sign of governmental commitment, but notes the continuing challenge of integrating the individual projects into a coherent framework. This may depend on promoting social networks to catalyse innovative industries.

She calls for the government to encourage more private enterprise and investment while remaining committed to basic research.

This article is useful to anyone hoping to understand the policy framework for biotechnology in one of sub-Saharan Africa's key scientific and industrial powers.

Freedom to innovate: biotechnology in Africa's development

This draft report of the High-Level African Panel on Modern Biotechnology recommends that African governments prioritise biotechnology as a tool to promote development and integration. The panel advises African leaders on developments in biotechnology, capacity building needs, and measures for regional cooperation and regulatory harmonisation.

The report suggests measures to develop capacity, regulate biotechnology and improve North–South and South–South collaboration. It recommends a structure based on 'local innovation areas' where clusters of innovative companies, their suppliers and service providers, universities and research institutes are all concentrated in a small area.

This draft report is subject to ongoing consultation and is likely to undergo further development. It is an essential read for anyone tracking the evolution of high-level biotechnology policies in Africa.

Major heretofore intractable biotic constraints to African food security that may be amenable to novel biotechnological solutions

This research article assesses the potential for biotechnological approaches to overcome major pests, diseases and weeds undermining food security in Africa. The eight authors review three major constraints — parasitic weeds and herbicide-resistant grasses, insect pests, including those carrying plant diseases, and mycotoxins that damage stored grains.

They note that biotechnological solutions to some of these are already being explored, such as insect resistance in maize, but they say that others, like the control of parasitic weeds, will require longer-term study. The authors argue that these should be prioritised in public research programmes and supported by the private sector through donations of useful genes and technologies.

Their methodical discussion helps identify key priority areas for crop biotech research in Africa. This article will be useful to policy analysts, decision makers and research managers working in the field.
